This page will give you all the links to the various websites that are needed in order to obtain credentials from Maine Emergency Management Agency and certificates needed to be a responder with local emergency management and other agencies that we work with.

PENOBSCOT COUNTY CREDENTIALING PROGRAM

Maine ARES no longer has a standardized training program for those Ham Radio Operators wishing to participate in ARES. Each county has come up with their own standardized materials and levels. Once you have completed the appropriate level of training, you will fill out the State of Maine First Responder Credential card request paperwork along copies of your certificates and give them to the Penobscot County ARES Emergency Coordinator who in turn will submit all to the Penobscot County Emergency Manager who in turn will submit all to Maine Emergency Management Agency.  Once approved, MEMA will send State of Maine First Responder Credential ID card to county emergency manager.

There are five levels of training and certification within Maine ARES and those are:  
TRAINEE:  is for those that have just joined and have had no formal training in either emergency communications or ICS and NIMS

RESPONDER:  is for those who are regular ARES responders and have completed the following courses:  
  • IS-100 Introduction to the Incident Command System
  • IS-700 Introduction to the National Incident Management System
  • IS-800 National Response Framework, An Introduction

LEADERSHIP:  is for AECs, OESs, Group Supervisors and Team Leaders and have completed these following courses:
  • IS-200 Basic Incident Command System

MANAGEMENT:  is for ECs and DECs and have completed these following courses:
  • ICS-300 Intermediate Incident Command System
  • IS-704 NIMS Communications and Information Management - Currently unavailable
SENIOR MANAGEMENT:  is for ASECs and the SEC and have completed the following courses:
  • ICS-400 Advanced Incident Command System
  • All Hazards Type III Communication Unit Leader (COML) Course

FEMA INDEPENDENT STUDY COURSES FOR ICS 100, 200, 700, 704, AND 800 ONLY

For these courses you will have to either take the course on-line or download the Student Manual.  The Final Exam however needs to be done on-line.
IS-100.b:  Introduction to Incident Command System
IS-200.b:  ICS for Single Resources and Initial Action Incidents
IS-700.a:  NIMS An Introduction
IS-800.B  National Response Framework, An Introduction
ICS 300 and 400 level courses must be done in a classroom setting.  Keep watching the calendar at Maine Emergency Management Agency.
